Regulations for Importing Electric, Hybrid, and Extended Range Vehicles

The regulation for the import of electric, hybrid, and extended range vehicles provides a comprehensive framework for the development of sustainable transportation in Iran. This regulation includes technical requirements, importer conditions, incentive policies, and supplementary regulations for the import of advanced technology vehicles. Key features include safety standards, environmental compliance, customs discounts, and specific conditions for importers. The goal of this regulation is to renew the public transportation fleet, improve energy efficiency, and develop charging infrastructure for electric vehicles in the country.

Part 1: Definitions and Terminology

  • Ministry: Ministry of Industry, Mine, and Trade.
  • Organization: Consumer Protection and Producer Support Organization.
  • Vehicle: Various vehicles mentioned in section (t) of note (9) of the general budget law for the year 1403 (2024).
  • Electric Vehicle (EV): A passenger car powered solely by an electric motor.
  • Extended Range Electric Vehicle (EREV): A passenger car with both an electric motor and an internal combustion engine, where the latter is only used to charge the battery.
  • Hybrid Electric Vehicle (HEV): A passenger car with both an internal combustion engine and an electric motor used together.
  • Plug-in Hybrid Electric Vehicle (PHEV): A hybrid vehicle that can be charged from an external power source.

Part 2: Technical and Executive Regulations for Import

  • Currency Allocation Mechanism: In accordance with Article (2) of the 2022 vehicle import regulations.
  • Currency Sources: Export earnings, foreign investments, or sources approved by the Central Bank of Iran.

Technical Conditions:

  • Vehicle Age: Less than 5 years from the model year.
  • Mileage: Less than 80,000 km.
  • Safety and Environmental Standards: Compliance with Euro 5 standards or higher.
  • International Certifications: Including GCC, CCC, and EAC approvals.

Prohibited Imports:

  • Vehicles with internal combustion engines over 2500 cc (for hybrids, 1500 cc).
  • Right-hand drive vehicles.
  • After-sales Services: Importers must obtain certification for after-sales service and spare parts supply from the Ministry.

Special Conditions for Electric Vehicles:

  • Battery Warranty: Minimum 5 years or 100,000 km.
  • Motor Efficiency: At least 85% efficiency for electric motors.
  • Battery Efficiency: Must maintain at least 75% of initial range after a full charge.

Part 3: Importer Conditions

  • Legal Importers: Companies with after-sales service approval.
  • Individual Importers: For personal use only, without resale for 5 years.
  • Transport Companies: For use in public transport without changing vehicle plates for up to 10 years.

Part 4: Incentive Policies

  • Customs Discounts:
    • 100% discount for importing parts for local production.
    • Vehicles subject to a 60% import tariff under this regulation.
  • Currency Allocation Priorities:
    • Fleet renewal for public transportation.
    • Construction of renewable energy power plants and charging stations.
    • Import of electric vehicles.

Part 5: Supplementary Regulations

  • Battery Recycling: A specialized working group will prepare guidelines for managing worn-out batteries.
  • Charging Infrastructure: The Ministry of Energy is responsible for providing electricity and infrastructure for charging stations.

Financial Limits:

  • New Vehicle Value: Up to 40,000 EUR.
  • Used Vehicle Value: Up to 20,000 EUR.
  • Financial Sources: Import duties are deposited into the Treasury and allocated to the development of advanced industries.

Part 6: Enforcement of Regulations

  • Order Registration: Vehicles cannot be unloaded without a registered order.
  • Non-compliant Vehicles: Non-compliant vehicles will be returned.
  • Complaints: Issues related to price and supply will be addressed in accordance with the Consumer Rights Protection Law for Vehicles.
